How can I feel like a man ?

I'm 14 and still going though puberty. I've been depressed because I think I don't look like a man. My chest is flabby and I have man boobs. My penis is only 3 inchs. And i have a high voice I really want to be affectionate with a girl but I don't have the guts to even ask one out will this change I want to be confident about my looks
